JEMBER – Aduan masyarakat terkait perizinan klinik yang belum turun di Kabupaten Jember mendapat tanggapan dari Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (PTSP).
Kepala Dinas PTSP, Tita Fajar Aryatiningsih, menjelaskan bahwa pengajuan perizinan tersebut belum masuk ke sistem OSS (Online Single Submission).
“Berdasarkan koordinasi dengan dinas terkait, perizinan klinik yang dimaksud belum masuk ke dalam sistem OSS,” ungkap Tita, Kamis (5/9/2024).
Kemungkinan, proses administrasi belum selesai, seperti belum mengajukan ITR (Izin Tempat Usaha), pernyataan tata ruang, dan dokumen pendukung lainnya.
Sementara itu, Kepala Dinas Perumahan Rakyat, Kawasan Permukiman, dan Cipta Karya (DPRKPCK) Jember, Rahman Anda, menjelaskan bahwa ada 9 data klinik yang masuk ke dinasnya.
Klinik-klinik tersebut tersebar di wilayah Kencong, Jenggawah, Sumbersari, dan Patrang.
“Untuk 9 klinik tersebut, informasi tata ruang sudah keluar. PBG/SLF (Izin Mendirikan Bangunan/Surat Izin Layak Fungsi) sedang masuk SIMBG (Sistem Informasi Manajemen Bangunan Gedung) dan masih memerlukan kelengkapan dokumen,” tambah Rahman.
Dokumen yang masih dibutuhkan adalah pernyataan layak fungsi dan perhitungan konstruksi dari konsultan.
Untuk izin rumah sakit, proses perizinan masih berada pada tahap pengurusan PKKPR (Program Kesesuaian Kegiatan Pemanfaatan Ruang) melalui sistem OSS.
Tahap ini memerlukan validasi dan cek lapangan. Setelah itu, pemohon harus membayar SPS (Surat Persetujuan Substansi) dan melanjutkan proses pengurusan pertimbangan teknis pertanahan (pertek) di BPN (Badan Pertanahan Nasional).
“Jika pertek sudah selesai dari BPN, maka akan dilanjutkan maksimal 10 hari dengan pembahasan di forum penataan ruang FPR (Forum Penataan Ruang) yang nantinya akan menghasilkan berita acara kesesuaian kegiatan pemanfaatan ruang KKPR,” jelas Rahman.
Saat ini, proses perizinan telah dilakukan secara online, baik untuk perizinan pemanfaatan ruang (KKPR) maupun perizinan mendirikan bangunan (PBG).
Oleh karena itu, baik pemohon maupun masyarakat diimbau untuk memantau progres perizinan dan segera melengkapi dokumen yang kurang lengkap.
Hal ini bertujuan agar proses perizinan dapat segera diproses sesuai dengan ketentuan yang berlaku.
DPRKPCK membuka ruang konsultasi untuk semua proses perizinan.
Hal ini dilakukan untuk memastikan bahwa masyarakat terlayani dengan baik.
